This is a very good question to think very hard about. A PhD will take 3-6 years of your life and if you don't plan it well it can take even longer. I went to graduate school at UC Berkeley and normally a professor will have several ideas on possible topics. If your professor has asked you to find topics, my suggestion is to read the IEEE journals. Here is a listing of the societies. http://www.ieee.org/web/societies/home/index.html You should get familiar in the on-going research in the field. This will educate you about what has already been done so you're not re-inventing the wheel, as well as help you to determine "hot" areas which are more likely to support your getting outside funding.
