A factor you have to consider when applying for a Ph.D. program in an university is the opportunity for full scholarship. As the competition is usually very high in top-tier universities, you may stand a better chance to get scholarship in other universities. Also, the standard of education is quite the same across the U.S. universities. In addition to the opportunity for full scholarship the other thing you've to consider is the cost of living. Of course, if you've a full / partial scholarship with stipend, then this is not a worry. Still you would save some money if the cost of living is less.
