A factor you have to consider when applying for a Ph.D. program in an university is the opportunity for full scholarship. As the competition is usually very high in top-tier universities, you may stand a better chance to get scholarship in other universities. Also, the standard of education is quite the same across the U.S. universities. In addition to the opportunity for full scholarship the other thing you've to consider is the cost of living. Of course, if you've a full / partial scholarship with stipend, then this is not a worry. Still you would save some money if the cost of living is less. This is a very good question to think very hard about. A PhD will take 3-6 years of your life and if you don't plan it well it can take even longer. I went to graduate school at UC Berkeley and normally a professor will have several ideas on possible topics. If your professor has asked you to find topics, my suggestion is to read the IEEE journals. Here is a listing of the societies. http://www.ieee.org/web/societies/home/index.html You should get familiar in the on-going research in the field. This will educate you about what has already been done so you're not re-inventing the wheel, as well as help you to determine "hot" areas which are more likely to support your getting outside funding.
